Morning Adrian:

We make these releases available so the user community can have an easy 
way to tell what is going on (other then maven) - also we do have formal 
projects that would like to depend on monthly releases rather then trunk.

With respect to the javadocs ... we make monthly releases so we can 
discover problems like this. The fact that javadocs are not working for 
the unsupported modules right now. It is much easier to find this kind 
of thing out every month, then right before we try and make an official 
release (that often ends with delays and delays).
