The page says:

I agree that not many of the source code jars are available (we should talk to 
martin about doing a JTS deploy)...

That is why it was news that the source code was available for the GeoAPI 
2.1-M4 release (note if you are building
trunk this will not help you because trunk depends on a snapshot).

After the release was done I can see if the GeoAPI snapshot can be deployed 
with source.
