Yup, the OGR data store should be able to handle this format according to:
http://www.gdal.org/ogr/ogr_formats.html

You'll need a fresh build of GDAL trunk + bindings in order to use it
thought (and good luck with the build, I hope you're either on Linux, or
have a copy of Visual C++ 2003 handy)
If you need a pure java solution, I guess you're on your own,
yet the OGR sources could be taken as a starting point for implementing
a Java solution:
