I don't think there could any objections to do what you suggest.

However there is one thing coming to mind. AAime has been working on
supporting custom palettes for geoserver, he might have not seen this code.
Would it be possible to ping him about it so that we can avoid duplications
in the GeoServer codebase?

org.geotools.image.io.PaletteFactory is currently defined in
modules/library/coverage but not used anywhere in the Geotools code base

This class should be defined in modules/unsupported/coverageio. Is there any
objection if I move it there? The mean consequence is that it would look
like a
class removed without the usual "deprecate then delete" cycle for users
linking
against library/coverage but not unsupported/coverageio. I can not just
deprecate this class because in such case the class in library/coverage
would
clash with the class in unsupported/coverageio (there is no reason to rename
this class).
