{{org.geotools.gml3.ApplicationSchemaConfiguration}} is used to resolve the
community schema starting from the root xsd and following its includes and
imports. It needs to resolve relative paths for includes and resolves, and fall
back to resolving them as full URLs if the xsd can't be located as a relative
path
