Ah? I didn't know the Cygwin was doing that too...
When I was on Windows, I used the SVN command line downloaded from
subversion.tigris.org.
Do you run "svn" from the Cygwin shell? I was used to run "svn" from the DOS
command line and it didn't set "svn:executable" that way.
