WKTParser should create a linestring (curve) for linearrings, not rings

In debugging GEOT-1311, I've come across some WKT tests that are failing
because they are creating RingImpl objects from the WKT LINEARRING. Because of
this, they are considered Areas when doing Relate() operations, when really
they aren't Areas, they should be closed linestrings. The ISO Geometry 19107
specs define Rings as "a single connected component of a GM_SurfaceBoundary".
So a Ring should always be used as part of a SurfaceBoundary, and in this case
we definitely aren't a surface (polygon).
The parser should be updated to create and return a curve instead of a ring for
the WKT LINEARRING.
