The wfs module arranges internal packages as top level (i.e. at the
{{org.geotools}} level) as most datastores do.
Agreed with Jody to keep the {{org.geotoold.data.wfs}} package to be consistent
with others and move the rest from top level as wfs internal packages, also
denoting wfs version target when appropriate.
