No it can't. The 1.0-SNAPSHOT directory does not contain

jalopy-maven-plugin-1.0-SNAPSHOT.jar
jalopy-maven-plugin-1.0-SNAPSHOT.pom

only datestamped versions. Why is this? I can look in my local Maven 
repository and see these files, so they used to be published somewhere, 
but a collaborator cannot find them when setting up a new local Maven 
repository.

+1 from me. Until then, the workaround is to remove the <version> from 
the Jalopy plugin settings in the top level POM.
