I didn't though about this issue when I proposed "verifier"...
Possible fixes:
* When creating a new release, run "mvn install" explicitly from
the build/maven/verifier directory before to run it from the whole
GeoTools tree. Inconvenient: requires one more step in the release
process.
* Or: nail down the "verifier" plugin to some explicit version number
that we will not change.
