The associated GeoServer JIRA shows a kind of styling that is not well
supported by any current symbolizer: it's a kid of thick line, with a black
component that goes along the geometry border, and a blue thick component that
is only positioned on the right side of the line, that is, it's an offseted
line. Approximating it with an SVG does not cut it, because there is no way to
know how to bend a generic SVG along a corner.
