I am not thrilled at the aspect of re-generating every module. I dont 
even know how to do this with EMF off the top of my head. I would rather 
just include a license file saying that all the files are indeed 
generated and "original" work.

If this wont cut it I would say lets kick this these emf models out into 
their own project. They don't change much... the fact that they are in 
Geotools is just because they need a place to live.
