Hi Tracy, This is not really a Geotools matter.
You can find the GDAL binaries here: http://trac.osgeo.org/gdal/wiki/DownloadingGdalBinaries If you're using Windows or Linux, download the distribution called FWTools from that page and you should find that it has everything you need.
