It is not, and let's be clear: whatever breaks in absence of the native JAI extensions is broken and must be fixed. We're shipping GeoServer without a custom made JDK, the user it not supposed to install native JAI other than for performance improvement reasons. Everything else must work fine without the native extensions, only a minority of users have the native extensions installed.
