the geoapi-2.3-SNAPSHOT jar can't be downloaded from the osgeo repo and 
nobody knows the cause. I guess Andrea told there's a trac ticket open 
but no solution yet.

For me, any interim solution that gets the build back is fine. May be 
temporarily deploying 2.3-SNAPSHOT to one of the other repos may do the 
trick?

the build error is consistently as follows:

Path to dependency:
        1) org.geotools.maven:cleanup:jar:2.6-SNAPSHOT
        2) org.geotools:gt-metadata:jar:2.6-SNAPSHOT
        3) org.opengis:geoapi:jar:2.3-SNAPSHOT
