Attached patch improves GML3EncodingUtils by setting the encoded feature type
name to the type name defined in the feature descriptor, if it exists. This
allows features whose feature descriptor name (WFS feature type name) is not
the same as the feature type name (content model type name) to be encoded
correctly. This patch is required for encoding of application schema WFS
responses.
