name to the developers guide.

I expect the first couple of things to pay attention to are:
- the remaining nominations (PMC will need to vote on any nominations
that are accepted).
- Andrea is composing a module cleanup page; that will eventually turn
to a change proposal. As a PMC member you need to vote; you may wish
to have a look at the list before that - what to do with each orphaned
module is a bit of a puzzle - and you are in a good position to
comment based on the questions from the user list
