I think the svn config should be in svn. Both GT and GS can use the same one. I would prefer to keep it in GeoTools, as the GT one is the superset. I want to make sure it contains auto-props for .xsd and .rst . If it is in GeoTools svn, it can be an external in GeoServer svn, a :download: in sphinx, and everyone is happy.
