Hmmm... ok. That is sort of a big bill though. And at the time of 
looking I saw no mention of another milestone in jira, makes release 
planning in GeoServer hard if we want to stick to actual GeoTools releases.

Given the scope of this work and that we want to release GS this week I 
am seeing a conflict.
