Make StreamingRenderer use a faster, rendering oriented bbox operation

StreamingRenderer adds a bbox to load only the features contained in the area
to be painted.
However, this bbox is the standard one that will trigger topological
operations, it's quite inefficient when it comes to reading files from the disk.
Have it use a custom, faster bbox operation as a stop gap measure until we find
the time to formalize an official, api recognized, loose bbox one
