Actually the only platform I have been able to get things to work on is 
windows xp. I have had shared library problems on other platforms. Which 
is strange because a while back I had no issue with linux and mac. I 
need to dig deeper into why.

That said on windows the easiest way is to download all the required 
libs from:

   http://www.gaia-gis.it/spatialite/binaries.html

Copy them into whatever the directory is on vista where dll's live and 
then run the program. If all goes well it should work.
