When doing a getDefaultOutputFormat in the WFS strategy you get a
'IllegalArgumentException' because the DEFAULT_OUTPUT_FORMAT is not present in
ArcGisServer 9.3. A subtype is added by the ArcGisServer
([DEFAULT_OUTPUT_FORMAT] subtype=xxxxx;)
Fixed this in the attached patch.
