Disabling memory mapping in shapefiles still makes the .shx file to be memory

This is quite bad, especially in server apps.
Plus, memory mapping is pretty much dangerous on windows where the file to
contain the full file is actually reserved. Switch the factory to _not_ use
memory mapping by default.
