Move SE 1.1 functions from render module to main

The Symbology Encoding 1.1 functions CategorizeFunction, InterpolateFunction,
RecodeFunction are presently sitting in the org.geotools.filter package in the
render module. I think this is just because that's where Johann put them when
he started work on them. I propose they be moved to
org.geotools.filter.function in the main module along with their associated
unit test classes.
Also I propose that Johann's classes in org.geotools.filter.visitor package,
render module, be deleted. As far as I can see they've never been used for
anything.
Subversion won't create a valid patch for the svn moves :( However the changes
are minimal: just package names and editing the META-INF/services files. Happy
to do this if OK'd by Jody and/or Andrea.
