Description:

In the VectorToRasterProcess.setBounds method, if the input bounds do not cover the feature bounds, the working bounds are set to be the intersection of the two. Can't think of a good reason for this - we should just use the input bounds.

Additionally, if there are no features in the input bounds an exception is thrown. Instead we should just return a coverage with all cells set to the outside value.
