Ariel, my suggestion, try go get funds to make it be a cartocss-> sld
translator anyways, because if you
go for a direct renderer over css you will have trouble keeping it
maintained long term, there
might not be much left usable in the existing StreamingRenderer if you go
that road, and if you
roll a new class, you'll have the onus of long term maintenance for it too.

A possibly interesting (and maybe simple) alternative might be cartocss ->
N geotools css sheets translator too,
as I believe this kind of translation will be done once only (as said,
cartocss works on
a composite map, there is no equivalent concept in geotools/geoserver)
