In regards to publishing geotools artifacts to maven central  (and I would
hope a follow-on for geoserver artifacts).

Is this still something that's looking for support/funding/time, or are
there other reasons that have come up since why this would/wouldn't work?

My interest is twofold -
-- The items highlighted in the article (i.e. make it simple)
-- I'd like to publish artifacts to maven central, but the rules there
won't let me link to external repositories in the POM (osgeo, boundless,
etc.) - so the dependency chain would be broken by default (i.e. user would
have to manually add repositories;  certainly hard, but a poor user
experience).
