I find this odd, anyone can run this check on the dependencies used because it is open source and we're just talking about a procedure here.
In fact I have a GH action running the check for geoserver here: https://github.com/mprins/geoserver/actions?query=workflow%3A%22OWASP+dependency+check%22 that I run occasionally.
I posted some PR's to update the plugin because it was way out of date; the main reason for failing in the first place; but closed them after Ian's mail the other day.
