I've started putting together some notes and things I learned in recent
PRs on running databases (Oracle XE and SQL Server for now) for online
testing in https://github.com/geotools/geotools/pull/2932
Any comments and additions are welcome, specifically on:
- the location of that prose in "Online Tests"?
- does it need a JIRA?
