As an update, Andrea suggested full builds of GeoTools (using 'mvn clean
install -Dall') and GeoServer (using 'mvn clean install -Prelease'). I
also did the suggested extra credit of building the GeoServer community
modules (mvn clean install -PcommunityRelease -DskipTests in
src/community); that passed as well.
Since the JTS upgrade will happen for GT/GWC/GS all together or not at
all, I'm using the GT PR
(https://github.com/geotools/geotools/pull/3034) to coordinate things.
I've marked it as a Draft to represent that it isn't quite ready to merge.
In particular, we are looking for updates from two projects:
Flatgeobuf: https://github.com/bjornharrtell/flatgeobuf and
java-vector-tile: https://github.com/ElectronicChartCentre/java-vector-tile
before we can see the full/release builds work.
Thanks to Daniele from GeoSolutions for turning around a very quick
release of Jai-ext!
As a note, Jody and I released a new version of Jaitools (version 1.6.0)
to Maven central as part of this JTS upgrade.
Last time we did this, we also needed to upgrade Hatbox, Jeo, and
GeoDB. I haven't seen a need to do that yet.

As noted in the JTS release notes, there is a minor API issue

Due to the API change, a new JAI-EXT is required; that means that
the Travis builds all fail as you would expect them to.
There haven't been any real code changes, so if sorting out the
JAI-EXT artifacts take some time, that'll be fine. After those
are available, the PRs will need to be updated to put to the newly
released JAI-EXT.
Feel free to leave comments on the PRs. I haven't had time to go
through the checklists thoroughly, so feel free to wait until
later as well. (I wanted to write sooner in case folks were
willing to churn out JAI-EXT releases quickly. No rush though.)
