Hi, I'm not opposed, but a shapefile has a quite specific definition, it requires a minimum of shp, shx and dbf to be called a shapefile.
I may be amenable to allow shapefile datastore to read just dbf files as well, but nowhere in the documentation they should be called "shapefile". I'd go and add some clarification along the lines of "oh, the Shapefile datastore can read stand-alone dbf files as well, with pure alphanumeric support" (trying to stress that it will not magically build geometries out of x,y columns).
