Let me answer that with our use.

Our stable branch uDig 1.0.x branch is based on GeoTools 2.1.x (and is right now using an early release of 2.1.1).

uDig trunk is based on 2.2.x, right now the rnd branch Aggregates that contains optimized functions for min/max/bounds etc... when the 2.2.x release process is figured out by Martin we will make a 2.2.M2 release with this work (on the 24th).

One can make use of 2.2.x, but you may encounter the occasionaly day of downtime as RnD branches merge in and make a milestone release... Working from milestone releases is also a good option (but only if the PMC, or volunteers, can release them every month or so).

If you ever do need a milestone release made (say for your own deliverable) just shout. Even if we don't have time to do everything, we can do the PMC things (like releasing in Jira), as you work your way through the release process in the developers guide :-)
