and also an xsd-file to describe, how a correct xml-description is

wouldn't it be easier to do a kind of readable specification so
everyone not understanding xsd completely (including me ^^) could
easily create Symbolizer-Rules?

Seriously if we had to define out own system (and document) it would
leave less time for coding. You may notice that other developers feel
like you do, and SLD snipits are swaped on the wiki.
I only ever figure them out by example, XSD is for parsers and XML
writing tools. Read the specificaiton and leave XSD for automation....
