The only way I can think about is to use two layers, one for the geomtries, the other just for labels, and switch the second off on request. Another hypothetical way would be to pass Geoserver parameters to be put in the rendering context, and have a rule evaluate these parameters to decide whether labels should be displayed, but this is not possible at the moment and would require a some new developments in both Geotools and Geoserver.
