GeoServer will obviously be a bit of start up time compared to rolling your own, and the more 'framework' aspects of it aren't so well documented. But we've put a lot of work in to exposing GeoTools to the web, able to work with all datastores, render data, output as kml, and gml, and shapefile. And there's a solid community of support.

It would be awesome if you developed a flex application based on GeoServer, if you share your needs / goals on [EMAIL PROTECTED] you may get some good answers.

You're also welcome to dig in to the source code and see our approach to spring + geotools. If documentation is lacking just ask questions to the lists.
