I'm new to this, do you have sample code that demonstrates how to do

So extract the LinearRing for the outside; and for the holes; and check 
each one as you go. On most systems the outer ring goes one way; and the

holes go another way.... that is why the SDO class had to know this 
stuff (so it could do what oracle expects).

This line here is wrong! you need to break your polygon down into 
inner/outer rings and then check.
