That is correct; the "PropertyName" element is part of the Filter 1.0 
(or Filter1.1) specification; which adds the concept to the ogc namespace.

Note the target namespace in that document is 
"http://www.opengis.net/ogc";; so in documents that assign this name 
space the prefix "ogc" then "ogc:PropretyName" will be correct.

This actually depends on your document; have a look at what was included 
in order to figure out what the prefixes actually point to.
