Hi Luk

geotools can be used for these functionalities, but i think using GDAL would
be far more appropriate. If you want to use a command line based utility,
GDAL would be a great fit. Even for programmatic transformation i think
OGRCoordinateTransformation class might work. I would suggest you look into
these for more information
