Correct, the library does not support WMS 1.3. There is also no active developer backing the module anymore I fear. I suggest you have a look into the sources and add support for WMS 1.3 (and version negotiation) directly, and then provide a patch back to the GeoTools project. Or look for a commercial support provider.
