It is a convention; the first ordinate is "x", the second is "y". Please submit 
the ordinates defined by your coordinate reference system.

Note that when you construct your coordinate reference system there is flag to 
ask for stuff "easting"/"northing" order to match some data services which 
record information in the "wrong" order.
