So I've figured out how to construct a default extent for a given CRS:
For example for EPSG:27200:
crs1 = CRS.decode("EPSG:27200");
System.out.println(crs1.toWKT());
envelope = CRS.getEnvelope(crs1);
System.out.println(envelope);
refEnv = ReferencedEnvelope.create(envelope, crs1);
extent = new
Rectangle2D.Double(refEnv.getMinX(),refEnv.getMinY(),refEnv.getWidth(),refEnv.getHeight());
System.out.println(extent);
yealds 
GeneralEnvelope[(1892599.0630727578, 5291588.929285113), (3028932.736237093,
6800289.705224994)]
java.awt.geom.Rectangle2D$Double[x=1892599.0630727578,y=5291588.929285113,w=1136333.673164335,h=1508700.7759398809]


But for EPSG:3460 I get
GeneralEnvelope[(-1.6684850937929705E7, -4.955788396565354E8),
(2.7953338106930065E8, 4793329.356208)]
java.awt.geom.Rectangle2D$Double[x=-1.6684850937929705E7,y=-4.955788396565354E8,w=2.9621823200723034E8,h=5.003721690127434E8]

What is the issue here, and can it be overcome?
