I took it from the GeoServer SRS list, which always reports east/north axis
(it's the internal
axis order, and the one in which 99% of the data sources, save probably
georss and cascading WFS).

As long as the other application is using WFS with URN codes or WMS 1.3
the EPSG axis order is respected (and then it's up to the client to know
what to do with it, which is also a common cause of failure, axis order
conforming to the standard, and client not being aware of it displaying data
flipped as a consequence).

GeoTools, if not configured otherwise, also uses the EPSG native axis order
(which can also cause its own issues, e.g., in data source declaring the CRS
by integer code, but then using consistently east/north order), but can be
configured
to use east/north by default unless URNs are in play.
