Hi John, there is no plan, EPSG database upgrades are done when someone steps in to fund the work (or do it themselves and make a PR).
We have a guide for it here: Updating the EPSG database requires following these steps: https://github.com/geotools/geotools/blob/main/modules/plugin/epsg-hsql/src/main/resources/org/geotools/referencing/factory/epsg/hsql/UpdateEPSGDatabase.txt Under normal circumstances, it requires a day or two.
