Andrew,

The Township, Range, and Sections referred to have to do with the Public
Lands Survey System. I don't think you are going to be able to come up
with a strict mathematical conversion from that will take that
information and convert it to Latitude, Longitude coordinates.

The best thing to do is find a dataset that represents the Public Lands
Surveys for the areas you are interested in, and then use that as the
basis for locating the parcels in question.

I'm not sure how much you know about the public lands survey system, but

I'm working on a project to quickly raise awareness of the United
States selling National Forests to raise money for building projects.
Unfortunately, the information on the individual tracts of land seems
obscure.

Specifically, I am trying to figure out how to geocode the Tract,
Range, County, "Sections" information into Latitude/Longitude points
or boundaries:

Anyone with any information, resources, etc. that could point the
right direction. What kind of datum scheme is this?
