Jira being the main attraction, and the ability to discover a bug in one spot (say geoserver) hunt it down into the implementation (move the bug to geotools) and track api consequences (link to bugs in geoapi). Codehaus does have the requirement of a biz friendly license and works based on recommendations (we needed a couple of letters inorder to establish GeoAPI on codehaus).
Note that these things are not clear cut, geoapi is explicitly source forge project - it is just making use of the best facilities for the task at hand: - confluence - codehaus - blogs - codehaus - jira - codejaus - svn - sourceforge - distribution - sourceforge - emaillist - sourceforge uDig had to resort to hosting confluence ourself given the amount of downtime codehaus was experiencing. I am not sure when OSGeo will be ready for biz, my impression is we are punting the initial projects through an IP check to get a feel for what we are doing, and then can write up some useful guidelines.
