I've been using a little-known but really-great GIS package for a while,
I thought I'd give it a plug:

It is mostly a clone of ArcView 3.x. With all the advantages of that,
but much smaller, usually faster, and with far fewer bugs, and a much
more rational scripting environment. It supports modern input/output
including SQL table loads, and Web Map Servers.
I have no connection to this software other than as a user.
