this doesn't sound so different than the playbook Verizon uses for getting *any* BREW app on it's deck (nevermind an LBS BREW app)

Plus you can't even get a BREW app you've written onto a BREW phone anyway without being a paid-up developer with a certificate issued by Verisign. They do have a developer kit though which allows you to run it on an emulator on your development machine, and the emulator will fake an A-GPS position. But no question of testing your LBS app outdoors on a real phone before paying up.
