No. Verizon Wireless will evaluate the application based on its
merits, the business case, ... and how well the application

this doesn't sound so different than the playbook Verizon uses for
getting *any* BREW app on it's deck (nevermind an LBS BREW app)
Plus you can't even get a BREW app you've written onto a BREW phone
anyway without being a paid-up developer with a certificate issued by
Verisign. They do have a developer kit though which allows you to run
it on an emulator on your development machine, and the emulator will
fake an A-GPS position. But no question of testing your LBS app
outdoors on a real phone before paying up.
