Hmmmm....  Once upon a time I was going to fix up the USGS Historic
Topo maps.  I have an application which will show you a bitmap
alongside Terraserver tiles.  You can pick a point on one, and pick a
point on the other, and it will save a text file containing pairs of
((northing, easting), (x,y)).

The theory was that I was going to triangulate these, and then
pixel-map one triangle to the other.  This work got interrupted by the
guy who did simple georeferencing of the maps, which was good enough
for my purposes.
