INEGI looks after some geographic layers and has useful links to
organizations that are responsible for others:

The Geographynetwork has some limited and coarse datasets but I would
rather find the source for transportation, ownership, imagery and

Perhaps I need to understand how the sytem of data is managed and
accessed.
