You might find the KML/KMZ link in http://www.asemantics.com/demo/wadi-demo/ interesting. Patrick Min (cc:'d) made some animations of water level measurement data for the Netherlands, using Google Earth. There's also a video in .avi format linked at the bottom of that page.

I'm not sure about camera move stuff, but intuition says - yeah, should be possible. KML network links are fun; I was about to point you to http://brainoff.com/gmaps/tour.php too, but it doesn't seem to be running currently (Mikel?). The idea there was to (ab)use reloaded KML as a way of introducing social features into GE. Doubtless Google will do something like that themselves anyway, if they haven't already...
